Participation in the activities of the scientific seminar organized by the High Institute of Justice in Libya

Both Professor / Al-Ajili Muhammad Omar and Professor / Muhammad Hamouda, faculty members at the Faculty of Law - Nalut University, participated on Tuesday, June 6, 2023, in the activities of the scientific seminar organized by the Higher Institute of Judiciary under the title: “Criminal Law in Times of Epidemics and Its Effects.”

The seminar was held in the wing of the Sheikh of Martyrs, Omar Al-Mukhtar, at the Higher Institute of Justice in the capital, Tripoli, under the supervision of the Research and Studies Department, with the presence of the Director General of the Higher Institute of Justice, Dr. Mukhtar Omar Ashnan.

Seminar Topics:

• The first axis: Fragments on the reality of epidemics and their prevention in the rulings of Sharia. Presented by Dr. Rafi' Al-Fakhri, a member of the teaching staff at the Faculty of Law, University of Benghazi.

• The second axis: The basis of criminalization in confronting the spread of epidemics. Presented by Dr. Tarek Al-Jamali, a member of the faculty at the College of Law, University of Benghazi.

• The third axis: The legal effects of epidemics on contractual obligations. The axis was presented by Dr. Salima Al-Jazawi, a member of the teaching staff at the Faculty of Law at the University of Benghazi.

A number of consultants, legal professionals, and those interested in this field attended the seminar, along with several department directors and employees of the Higher Institute of Justice.

Where the participants presented comprehensive presentations that addressed various aspects of this topic, which included an exchange of viewpoints among the esteemed attendees. Most of the discussions focused on the clear shortcomings in the texts of the laws regulating this matter and the urgent need to develop related legislation, in order to mitigate the risks of the spread of epidemics and diseases.
