Seminar titled "The Absence of a Permanent Constitution in Libya: Issues of Legitimacy and Political Transition in the Context of the Transitional Phase"

On the sidelines of the Second International Scientific Conference for Economic and Political Studies, the Faculty of Economics and Political Science, in collaboration with the Higher Institute of Science and Technology in Ghadames, organized an important dialogue seminar this evening, Wednesday, October 29, 2025, titled: "The Absence of a Permanent Constitution in Libya: Issues of Legitimacy and Political Transition in the Context of the Transitional Phase."

The seminar was held in the lecture hall of the Higher Institute of Science and Technology in Ghadames, under the slogan: "Towards Achieving Sustainable Spatial Development." This dialogue aimed to highlight the legal and political dimensions resulting from the continued constitutional vacuum in the country.

The six axes of the seminar, which were presented in a logical sequence to serve in-depth analysis, are distributed as follows:

1. The implications of the absence of a constitution on the structure of the state, its institutions, and its stability.

2. The political and social implications of the constitutional crisis on national unity and society.

3. Prospects for Constitutional Settlement and Possibilities for Comprehensive National Consensus.

4. Scenarios for overcoming the constitutional crisis between options for constitutional amendment and a public referendum.

5. The role of academic elites and civil society in supporting the constitutional process and raising awareness of it.

6. Future stakes and the existing challenges to achieving lasting stability.
